Denn Charly Gonzalez Espanola born in Philippine. He obtained his degree of bachelor of science in US Naval Academy Us Naval Academy, Annapolis, Maryland, USA in 1995. He also completed graduate courses in Ateneo De Manila University and Asian Institite of Management.
 
His expertise in toll road concession procedures, public bidding, and procurement procedures for public-private partnership projects along with his experience in managing start-up operations specifically for toll road operational system, was obtained during the valuable 14 years in the operation and maintenance of toll roads, tunnels, and bridges.
Before his assignment in Indonesia, Charly helped manage Metro Pacifics Toll Road Company in Vietnam.
