Francis Emanuel Dalupan Rojas is a Philippine citizen. He graduated from Asian Institute of Management and the Ateneo de Manila University, in the Philippines with a degree in Business Management.
 
He served as Vice President of Metro Pacific Tollways Corporation (MPTC) for Business Development and is responsible for MPTC’s acquisition initiatives. Prior to joining the Metro Pacific Group in September 2007, he spent six years as a business consultant for a EY Philippines until his resignation from the position of Senior Director. At EY, he participated in various financial advisory services for clients in the mining, energy, and toll road industries. He also participated in various government bidding projects.
